CI 里缺东西直接失败，不许静默跳过

测试里原来有几处配置缺失就跳过的分支，CI 上会静悄悄跳掉，门禁看着是绿的其实没跑。加了个统一的守卫：本地缺东西照旧跳过，CI 里直接失败，口径跟 manager-api 的集成测试守卫一样。
